The Alleged Failures Of High School Resource Deputy Justin Lococo




According to a recently received (via a public record request) internal affairs investigation (click here or see right of page =>) completed last October (2023) - - last April (2023) Cynthia Slater, the President of the local chapter of the NAACP filed a complaint with the Volusia Sheriff's Office (VSO), in which she documents several serious concerns regarding school resource Deputy Justin Lococo (see below right of page - eight particular complaints listed).

When the complaint was filed - Volusia Sheriff Deputy Lococo was the assigned resource deputy at Spruce Creek High School (SCHS) (Port Orange) (see below - right of page for a list of Volusia's resource deputies)

The listed complaints against Deputy Lococo included lying, being overly aggressive, disparate treatment of students (racism), and covering for the criminal behavior of a public official's daughter (a SCHS student).

In our opinion - the most disturbing allegation states that Deputy Lococo failed to fully investigate the alleged sexual assault of a child (see allegation # 6 - below right of page).

From our read of the investigative report - Deputy Lococo, and later the command staff of the VSO - forwarded the belief that the alleged sexual assault was not a crime - and that the school board had properly handled the incident.

No explanation was provided by the VSO addressing why they perceived no criminality attached to the rape allegation. Apparently, the VSO simply wishes for the public to accept their assurance at mere face value.

Apparently, the suspects in this "non-criminal" sexual assault incident were members of the SCHS baseball team. The incident transpired within the boy's locker room - shower area.

However, on pages 7 & 8 of the investigative report - SCHS Assistant Principle Alan Canetti described the incident as "not a serious criminal act", and that he was unaware of any of the students' parents that wanted to pursue "possible criminal charges".

It is of note, that on page 25 of the investigative report SCHS teacher Dr. Keshia Rentz questioned why no criminal charges were filed.

This publication has concerns regarding whether local authorities failed to meet the apparent statutory requirements (click here - F.S. 39.201) of reporting alleged child abuse to the Florida Department of Children and Families (DCF)

On social media accounts - the witnesses and probable suspects referred to the event as a rape (page 7 of investigative report) - while school officials AND Deputy Lococo desired to define the incident - that had transpired under their watch - as merely a "non-criminal" event.

There may be some significance regarding the SCHS Boy's Baseball team's roster - that may have "guided" the VSO in determining that this incident would be handled as a "non-criminal" matter. Possibly more on this in a follow-up article.

Different County - Similar Allegations - Different Approach


During that same year (2023) - a Brevard County FL high school experienced similar allegations regarding their football team - leading to the temporary suspension of the team (see below linked media article).

According to the below linked media articles, unlike the VSO - the Brevard's sheriff's office did conduct a "criminal investigation" into the allegations.



Misconduct Allegations Against Volusia Deputy Determined To Be "Unfounded"


The end result of the NAACP complaint was that the internal VSO investigation concluded that all of the allegations lodged against Deputy Lococo were "unfounded".

This publication invites our readers to determine for themselves whether the VSO investigative report fully addressed all of the concerns that were presented by the NAACP?

We opine that the VSO investigative report was authored to explain away Deputy Lococo's alleged misconduct and failures - in order to provide the VSO with some plausible deniability.

The VSO And "Inconvenient"
Sex Crime Allegations


For over a decade, this publication has memorialized incidents whereas the VSO have taken great pains to deviate "inconvenient" sex crimes from being properly investigated. These "inconvenient" crimes, if they were exposed to the general public, would have brought public ridicule and embarrassment to the VSO.

The local state attorney's office (SAO) happily assisted the VSO in avoiding some of these embarrassing moments (see below linked example).

Let there be no doubt that the state attorney's office (SAO) has and will assist the VSO in covering for these "inconvenient" sexually based crimes. The 2009-2010 scandal that attached to VSO Deputy Shane Duggan provides clear and convincing evidence (see below green highlighted text) that the SAO dropped their prosecution of Ms. Amanda Fackler because of Deputy Duggan's inappropriate and "flirtatious" communications with Ms. Fackler. While the above linked Deputy Shane Duggan scandal was over a decade ago, and transpired under former Sheriff Ben Johnson's administration - this publication has been reporting our belief that the 2021-2023 ADULT criminal prosecution of a four-teen (14) year-old middle school girl - had little or nothing to do with the charges she was arrested for.

The "Railroading" Of A Child


The middle schooler was arrested in June 2021 - along with her twelve (12) year-old male co-defendant for the attempted murders of several Volusia sheriff deputies.

The male child was eventually processed through the juvenile justice system - while the female child was coerced (our opinion) into accepting a twenty year adult prison sentence.

This publication opines - and submits supportive documents and evidence - that the female middle schooler's adult criminal prosecution and sentencing, had more to do with local authorities covering up allegations that she had been twice sexually exploited while in law enforcement custody.

In our opinion - the VSO, along with other law enforcement officials - failed to properly investigate these exploitation allegations - similar to their failure to investigate the alleged sexual assault of the Spruce Creek High School student.

The Disparate Prosecutions Of A Man, A Woman, And A Child


A "cabal" of government officials (sheriff, state attorney, judge and public defender) all engaged in the unconscionable tag teaming of a middle schooler - insuring that she was denied her full constitutional due process - with the ultimate goal of imprisoning her behind the silencing walls of Florida's prison system. And why was all this necessary - well after-all - the sheriff had to be saved from the embarrassment of it all... right?

...and if a prosecutor and a defense attorney can assist the sheriff in "railroading" a child - thereby improving their chances of securing a gubernatorial appointment to the bench (judgeship) then why not (see below linked articles for particulars)
