Sexual Predators Hiding Behind Badges


This article will explore the high tolerance local authorities (police, prosecutors, judges) have for law enforcement officers that commit sex related crimes.

We will further delve into Volusia County's "two tiered justice system", and how it insulates these badged sex deviants from any major criminal or civil sanctions.

Last Spring (May 2024) the Volusia Sheriff's Office arrested two law enforcement officers for engaging in sexual related crimes. These crimes were facilitated under the color of law - in short the officers misused their law enforcement authority in the commission of their crimes.

Volusia Sheriff Deputy Stephen Corbin was arrested for kidnapping women off the streets - threatening them with arrest, should they refused to provide him with sexual favors.

Volusia County Correctional Lieutenant Jonathan Harding was arrested for engaging a female jail inmate in an in-custody sexual affair.

While Corbin was initially charged with a litany of offenses, including, but not limited to : battery, false imprisonment, and unlawful compensation for official behavior - Corbin entered into a plea bargain whereas all charges were dropped, absent the unlawful compensation charge (see right of page ==>>).

He was sentenced to ONLY six months in jail - followed by ten (10) years of probation (see below linked media article) .

Charges Dropped OR Adjudication Of Guilt Withheld



Adjudication of guilt was ALSO withheld (see upper right of page) - in short, Corbin can continue to state that he is NOT a convicted felon.

Also, in May 2024 - the Volusia Sheriff's Office (VSO) arrested Volusia County Corrections Lieutenant Jonathan Harding under the charges of engaging in sexual misconduct with a jail inmate - and introduction of contraband into a correctional facility.

Similar to the Corbin prosecution - several of Harding's charges were dropped by the State Attorney's office - and he too received a rather sweet plea bargain involving ONLY probation, as well as having his adjudication of guilt withheld (see right of page ==>>).

Rumor has it - that Lt. Harding's prosecution was quickly ended, due to allegations that the investigating & arresting sheriff detective in the Harding case, in an unrelated case - had engaged in inappropriate text / email conversations with a female domestic violence victim. A Scandal Within The Prosecutor's Office?
Assistant State Attorney Mark Interlicchio recently resigned from the local prosecutor's office. Rumor has it that his resignation was attached to allegations of inappropriate communications with a witness / victim. (see resignation letter - right of page =>)

ASA Interlicchio also "resigned" from the Orlando state attorney's office, when in 2018, similar allegations were lodged against him during a high profile murder prosecution. (see below linked media article).

Sometime ago, Volusia County Government fired Director Flowers alleging that he had failed to properly manage the operation of the jail (see below linked articles).

Flowers then counter alleged within a lawsuit, that ranking county officials were refusing to investigate acts of misconduct transpiring within the jail.

Constitutional Violations At The Jail ?


While former Corrections Director Flowers alleges within his lawsuit that county officials may have used, and ignored, the application of excessive physical force against jail inmates, in apparent violation of the eight amendment - this publication is currently investigating concerns that jail officials, and possibly state prosecutors were listening into privileged phone conversations between jail inmates and their attorneys - in violation of the sixth amendment (see linked jail report - right of page =>).

We suspect that County officials, as well as Mr. Flowers desire to settle these employment matters quietly - and within this three-quarter of a million dollar settlement - so as - not to "rock the boat" on whether any of these U.S. Constitutional violations were actually occurring.

Again, we suspect there is more to report on these matters - so, stand by to stand by......
