Moral Character Violations Sustained Against Volusia Sheriff Lieutenant |

For several years now, VolusiaExposed.Com has compiled a list of local police officers that are identified as "Brady Cops". The term "Brady Cops" is attached to the 1963 U.S. Supreme Court decision Brady V. Maryland 373 U.S. 83 (1963), establishing that the prosecution must turn over to the defense (Brady disclosure) - all exculpatory evidence that might exonerate a criminal defendant. Later, in 1972 - the U.S. Supreme Court further ruled in Giglio v. United States, 405 U.S. 150 (1972), that known witness credibility issues (including known police officer credibility issues) were in of themselves - "excuplatory evidence" that mandated a "Brady disclosure" by the prosecutor. Moral Character Standards The Florida Department of Law Enforcement via their sub-branch, the Criminal Justice Standards & Training Commission (CJSTC) supposely regulates the "moral character" of Florida's law enforcement and correctional officers. Florida law enforcement officer moral character standards are defined within Florida Administrative Code 11B-27.0011. The problem with FDLE & the CJSTC - is that - they themselves, seem to have very little, if any - "moral character" (see below related articles). Sustained Against Lt. Bainbridge According to a recent internal affairs investigation - the Volusia County Sheriff's office sustained several moral character violations against Lt. Bainbridge, including sexual harassment. During the investigative process - Lt. Bainbridge resigned from the Volusia County Sheriff's Office (VCSO). The VCSO forwarded the necessary paperwork to the CJSTC for them to possibly take further action against Lt. Bainbridge's law enforcement certification. Will the CJSTC pull Bainbridge's law enforcement certification? If they (CJSTC) don't - Lt. Bainbridge may have a future with the Brevard County Sheriff Office's sex crime division, or maybe as a republican U.S. Supreme Court nominee.
