Recently VolusiaExposed was conducting some Internet research in preparation for one of our articles.

To our surprise we came across the below listed web link. (as seen in the below screen shot)



We were further surprised that this link was a staff directory prepared for emergency purposes (hurricanes, and other community threats). According to a below email from Volusia County Spokesperson, Dave Byron, this staff directory was prepared for the (County) Manager's Advisory Group (MAG). MAG is select group of approximately fifty (50) individuals.

Who Is On The MAG List?


VolusiaExposed has extreme interest in who will be advising the county manager during a community threat. Therefore, we have made a public record request for a copy of this list. Let's see whether county officials believe that we have the right to know this information.

The Release Of Personal Information
Statutory Exemptions For Law Enforcement Officers


Within this released staff directory are the telephone numbers of several law enforcement officers. County Spokesman, Dave Byron correctly states in his below email, that most of the released telphone numbers are from county issued cell phones. However, some of the released telephone numbers are clearly the officers' home numbers or private cell phone numbers. Florida Statutes prohibits the release of this private information.

In a 2003 informal opinion the Florida Attorney General ruled that agency issued cell phone numbers were open to public record inspection.

At the bottom of this article, VolusiaExposed has provided a list of active and former officers, that we suspect have their home or personal cell phones listed within this directory.




Other Security Concerns


A review of this 123 page staff directory, indicates that it is more than just an emergency staff directory. This document has instructions on how to listen to the voice mails of county officials.

Further, it appears to give instructions of how to send mass emails to all established media outlets. VolusiaExposed wonders if these instructions could allow a nefarious person / group to send an official looking county news release to the media?

Does anyone still remember how foolish a reporter (Mi So Dum) and the National Transportation Safety Board felt regarding the names of the pilots aboard Asiana Flight 214?



Lastly, and probably more disturbing, are instructions on how to REMOTELY forward county phone extensions.

Don't Let Daytona - DieHard


The county phone system is used within the Daytona Beach International Airport. We have confirmed that deputies and fire fighters assigned to the airport depend on the county phone system for communications. We suspect that the TSA employees assigned to the airport also, to a least some degree, depend on this same phone system for communications.

Now imagine just for a second, if Al-Qaeda wanted to stage another 9-11-01 type attack - would the knowledge and ability to manipulate or disrupt the telephone system of a U.S. international airport be of some significance to them?

Now imagine for another second, a terrorist plot of crashing a commerical airliner into the Daytona International Speedway during the Daytona 500. With that image still in your head - how important is it to you, that the county maintains secure communications within the airport?

Within the above emails - County Spokesperson, Dave Byron states that he does not believe that the publication of the directory is a safety or security concern. However, Mr. Byron further clarifies, that he can not be sure that there are not such concerns attached to the directory's inadvertant publication.

Mr. Byron goes on to assure us that these concerns are being reviewed (investigated) - but he anticipates that NO documents (records) will be generated in this review / investigation. REALLY Dave?

Volusia County's
Social Media Policy



VolusiaExposed can NOT understand how the county can be reviewing or investigating how this directory was inadvertently posted to the Internet, without generating any documents to substantiate their investigation.

The posting of this confidential information appears to be a violation of the county's own social media policy.(see highlighted copy to the right)

Surely, given the post 9-11-01 world, and the obvious violations of Florida Statutes, it should be expected that the county would diligently investigate and document how these security and safety violations transpired. Further, one would expect that the county would develop a mitigation plan to address these safety and security vulnerabilities.

Surely the county administration will not conclude that merely removing the Internet link has resolved any vulnerabilities. If so, then the county may wish to take some of their own advice from their own social media policy - "Remember that the Internet archives everything; therefore, even deleted postings can be searched. The Internet is immediate, nothing that is posted ever truly "expires".

Given the above, we (VolusiaExposed) have concerns that officers who's safety has been compromised will not be advised of such. Especially since many individuals on the listed directory were unaware that they were named in the directory. Therefore with that thought in mind, VolusiaExposed has published some of the names of the public safety officers / employees that we suspect had their safety compromised.
