Recommendation Not to Terminate Deputy Travis Deane On February 22, 2013 - the Personnel Board regarding VCSO Deputy Travis Deane was held in DeLand, Florida. In the second video clip to the right of this webpage, County Attorney Nancye Jones, Personnel Director Tom Motes and the Personnel Board can be observed engaging in a Q&A session, while Deputy Deane and his attorney, Mr. Blitch are outside the hearing room. According to page 15-16 of the Personnel Board rules, Ex Parte communication is forbidden. Did the Q&A session equate to Ex Parte communication? VS Binding Arbitration The following are observations and opinions of VolusiaExposed.Com 1. This particular board hearing, along with other past hearings, give clear indications that the current Personnel Board is not capable of hearing personnel hearings involving law enforcement officers. Florida Statutes grant law enforcement and correctional officers certain rights and protections that this board is either unwilling or unable to honor, let alone understand. 2. Assistant County Attorney Nancye Jones' participation in a Personnel Board hearing involving a Volusia County Sheriff deputy is a conflict of interest. Attorney Jones is married to VCSO Major Robert Jones - third in command of the VCSO. 3. That this current Personnel Board is operating under a pro-county bias, in direct contradiction to its own mandates, and the County Charter. With those observations and opinions in mind, we believe that the Teamsters Labor Union would better serve their membership within the VCSO, by seeking an agreement with county officials, that future personnel hearings shall be processed though a binding arbitration process. In the end, the County Personnel Board voted 3-0 to uphold the sustained charges against Deputy Deane. However, the board voted 2-1 in favor of Deputy Deane, to recommend to the County Manager that Deputy Deane's termination was too severe.
