Attempting to subjugate them by impounding their guns - well that is way too messy - and the people will catch on too quickly. Allow them to keep their guns - in fact - support gun ownership - while you covertly undermine their judicial system. So, how does one short circuit a society's judicial system? First - convince the people that judicial appointments are better than judicial elections. Then, once you have appointed enough of "your" judges to the bench - convince the people that Per Curiam Affirmed (PCAs) court rulings are in their best interest. A PCA decision allows the appellate court (like the 5th DCA) to affirm any lower court's decision - without the appellate court having to provide a rationale (written opinion) for their decision.
