Internal Investigation Sustains Moral Character Violations Against Flagler County Sheriff Deputies Internal Sheriff's Office Report Available For Review |

According to both a recent Daytona Beach News Journal article, and a Flagler Sheriff's Office internal report, two deputies had moral character violations sustained against them. ----->
Moral character violations are defined in Florida Administrative Code 11B-27.0011 and subjects the deputies to a probable review by the Criminal Justice Standards & Training Commission (CJSTC). The CJSTC can sanction the deputies beyond whatever disciplinary actions are taken by the sheriff's office. Equate the CJSTC to law enforcement officers, as the Florida Bar is to attorneys. The several month investigation included allegations of racial prejudice, sexual harassment, sexual perversion, and the possession of child pornography. Deputy John Freshcorn has been advised of his pending termination from the sheriff's office (FCSO) - while Sgt. John Bray submitted his retirement immediately prior to the FCSO publishing their investigative findings. VolusiaExposed.Com obtained a copy of Sgt. Bray's CJSTC 61 (equate to a military DD-214 form) which indicated his departure (retirement) while being investigated for a moral character violation (see right - bottom of page) The child porn allegation lodged against a third deputy was discovered to be "unfounded" - an apparent cruel joke against the subject deputy. (Read the attached internal report for particulars) In our OPINION, the sixty-three (63) page report (see right of page - in two parts) is a good case study in how law enforcement officers can, and will abuse their authority in order to forward their own personal satisfactions / perversions. This internal report - along with supportive documents (CJSTC 61, etc) is also - in OUR OPINION an example of a law enforcement agency properly addressing these serious acts of police misconduct. During our review of this matter - we can report that FCSO officials were transparent, and open to addressing all of our questions and concerns. This FCSO situation provides the public with a small snapshot on this type of law enforcement authority abuse. Authority abuse is NOT uncommon within our local law enforcement agencies.
