Thanks primarily to anonymous / confidential sources - earlier this year (2022) - this publication became aware of two Brevard County sheriff deputies that were under investigation for misconduct - including sexually based improprieties (allegations of malversations with a female jail inmate - and the sexual abuse of children - imagine our surprise).

BCSO Corporal Michael Alley


According to an August 16, 2022 Brevard County Sheriff's Office (BCSO) internal report - their own criminal investigative unit was investigating allegations of the sexual abuse of children.

The BCSO had reason to suspect - that within Deputy Michael Alley's residence - materials existed that possibly memorialized the sexual abuse of children.

Based on the above suspicions - the BCSO secured a search warrant - and conducted a search of Alley's residence.

The investigative report is vague regarding whether any offending child sexual abuse materials were discovered - but did document that Alley was less than truthful with the investigating BCSO agents.

The report further stated that illegal drugs (steroids) were discovered during the search - and that Deputy Alley did test positive for the usage of the drugs.

On August 1, 2022 - Deputy Alley was placed on administrative leave.

A search of the local court docket did not reveal any pending criminal charges against Deputy Alley (as of October 8, 2022).

We (VolusiaExposed.Com) found it revealing that when a BCSO deputy apparently lies to law enforcement officials - regarding allegations of the sexual abuse of children - the deputy is not criminally charged for his lie(s).

However - in the case of Internet Reporter Dana Delaney Loyd (2015) where BCSO stated she lied to the Florida Abuse Hotline (reporting her concerns of the alleged sexual abuse of a child) - the BCSO, and the State Attorney had no problem prosecuting Ms. Loyd.

Florida law (F.S. 39.205) mandates that the Florida Department of Children and Families (DCF) investigate and conclude whether a call to the Abuse Hotline was a fraudulent call. DCF on two separate occasions advised this publication via emails - that they NEVER investigated, or concluded that Loyd's call was fraudulent.

Then again - Loyd had written several Internet articles and posts - questioning the sexual improprieties of at least one BCSO deputy. Maybe - just maybe - Loyd's arrest and prosecution had more to do with her exposing the pervert deputy - than it had to do with any alleged lie?

BCSO Corporal Louie Ayala


Last February (2022) Detention Corporal Louie Ayala came under an internal BCSO investigation - regarding allegations that he had engaged a female jail trustee in a personal - possibly sexual relationship.

The female inmate was a trustee within the BCSO's "Paws & Stripes" program - whereas inmate labor is used to assist in the running of the county's animal shelter.

In 2016 - a similar situation transpired within the "Paws & Stripes" program when BCSO Deputy Barr Taylor was arrested - and was eventually convicted for sexual misconduct with a female jail trustee.

Accepts Criminal Plea Bargain In Sexual Misconduct Case


Upon notification that he was under investigation for a misconduct violation - Deputy Ayala immediately resigned - prompting the BCSO to advise the Criminal Justice Standards & Training Commission (CJSTC) (a sub-branch of the Florida Department of Law Enforcement (FDLE)) that Ayala had resigned while under investigation for a codified "moral character" violation (Florida Adm Code 11B-27.0011).

As documented on page 3 of the investigative report - the female inmate denied that Ayala and her had engaged in a sexual relationship. However - it is clear that Ayala's personal relationship with the inmate DID rise to a violation of Florida's police officer moral character standards.

We (VolusiaExposed.Com) believe it to be significant - that all investigative interviews were completed in February 2022 - but it took the BCSO until the end of July 2022 - to come to an investigative conclusion. We suspect that absent our public record demands for the investigative report - that the BCSO never intended to fully investigate the matter.

It shall prove to be interesting - on whether the BCSO will actually report these now sustained moral character violations to the CJSTC - AND whether, the CJSTC will revoke, or takes any disciplinary action against either Alley's or Ayala's law enforcement certifications.

The CJSTC is to law enforcement officers - as the Florida Bar is to attorneys.

Earlier this year (2022) - Governor Ron DeSantis appointed Brevard Sheriff Wayne Ivey as a commissioner on the CJSTC.

Given that Sheriff Ivey is now a commissioner on the CJSTC - the citizens of Brevard County should assume - that Ivey is up to speed on all the CJSTC's rules / regulations regarding reporting sustained "moral character" violations by law enforcement officers.

This publication will continue to monitor these developing situations.
