In January 2011, a female arrestee (Lisa Lopez) accused a Volusia County sherriff deputy (Carl Willard) of sexually approaching her, while he was suppose to be transporting her to the county jail.

Deputy Willard committed suicide prior to the completion of the VCSO investigation. Lopez eventually filed suit against the Willard estate and Volusia County government.

VolusiaExposed.Com recently attended a March 17, 2014 hearing in front of Circuit Judge Rouse, whereas the County of Volusia successfully convinced the judge to dismiss many of the civil charges against the county under the Sovereign Immunity Statute.

Although many of the charges were dismissed by Judge Rouse - some of the charges dealing with civil rights violations are still pending.
