According to a recently obtained internal affairs summary report from the DeLand police department (DPD) Police Captain Frank William's employment with the DPD was terminated due to sustained moral character violations.

In short - an investigation determined that Captain Williams had engaged in sexually explicit and derogatory comments and gestures during the official performance of his duties.

According to documents filed with the Criminal Justice Standard and Training Commission (CJSTC) - Williams violated Florida's State police officer moral character standards - as defined within Florida Administrative Code 11B-27.0011
