Probation Officer falsifies official records in son's probation file. Why no criminal charges against probation officer?

According to a local media outlet (see the below media article) a longtime probation officer with the Department of Juvenile Justice was recently fired for her involving herself in her son's case. From this media article it would appear that she (the probation officer) changed / falsified her son's probation file.
The media article notes that these alleged actions of the probation officer transpired in 2007, but were not reported until December 2010. The media article questioned why there was such a long delay. VolusiaExposed.Com would question why the probation officer was not criminally charged with falsifying official documents? Did the delay by Department of Juvenile Justice officials put the matter beyond the statutes of limitations for criminal prosecution? If so, was that the "plan" from the get go?
VolusiaExposed.Com would like to point out a consistent trend regarding our local State Attorney failing to prosecute law enforcement officials when it is discovered that they have manipulated official investigations or falsified official records.
Here are just a FEW examples of incidents whereas law enforcement officials have apparently manipulated investigations or falsified official reports with no criminal charges being filed by the State Attorney.
Can the Volusia public continue to expect that local law enforcement officials can properly root out government corruption? Are our law enforcement and government officials too tightly associated with each other to properly police each other?
Maybe, just maybe - all of the above helps to explain why it took a Federal investigation to start a Federal prosecution of South Daytona governmental officials.
