The Killing Of Police Officer Jason Raynor When Proactive Policing Becomes Aggressive Policing |

Proactive policing in it's purest form is an excellent approach to policing. Crime prevention is of course better than crime detection. However when the police develop a "warrior" like mentality - proactive policing can and usually does quickly transform itself into "aggressive policing" which will eventually erode the community's trust in the police. This "warrior mentality" is forwarded by such actions as the aggressive enforcement of traffic laws - usually followed by the dubious enforcement of city code violations (lawn maintenance, building repairs, etc.). As the police become more intrusive - this will ultimately lead to more incidents of excessive force - illegal searches and seizures - and false arrests - all direct violations of the U.S. Constitution. |
Most complaints to police command staff or the courts - will fail to be properly answered. Some complainants will be targeted for police and prosecutorial retribution.

Law abiding citizens affected by this "aggressive policing" as well as the "indifference" of the police - will recall their experiences when they are called to jury service. Having been subjected to the above - and having their past concerns left unanswered - these citizens - now jurors, will tend to seek their own form of retribution.
Police officers - and rightfully so - have their "danger space" - get too close to a police officer - or touch a police officer - and you will probably be seeing the inside of a jail cell. However, policing agencies that practice "aggressive policing" tend to have little to no respect for the "danger space" of citizens. Absent "reasonable suspicion" or "probable cause" - citizens have a reasonable expectation of the police not violating their "danger space". We submit for your consideration and review - that DBPD Officer Jason Raynor violated Othal Wallace's "danger space" - without having - OR articulating any "reasonable suspicion" or "probable cause" that Wallace was engaged in criminal activity. (see below linked video) Similarly, in 2022 - the Volusia Sheriff's Office (VSO) arrest of Ms. Iyanna Rollins was in our opinion a bogus arrest - whereas the arresting deputy lacking legal justification - violated Rollins' "danger space". On that particular date - Othal Wallace 29, pulled the trigger of his gun - shooting and eventually killing Officer Raynor. *Raynor lived an additional 55 days These above facts remain undisputed - and the below linked video and documentation supports the same. During the trial - prosecutors alleged that Raynor was actively looking for a reported stolen car - while Wallace's defense challenges that assertion - implying that the State invented the "stolen car" theory in order to provide Raynor with the "probable cause" he needed to approach and detain Wallace. |
While Wallace fled the shooting scene - Daytona Beach PD (DBPD) was quickly on his heels - tracking him down in Georgia - where they arrested and charged him with the attempted murder of Officer Raynor (click here - June 24, 2021 arrest report).

Why Wasn't Wallace Convicted Of Murder? After the completion of a four day trial earlier this month (September 2023) - a Clay County jury * only convicted Wallace of the manslaughter of Officer Raynor. Prosecutors were seeking a first degree murder conviction - along with a death penalty sentence. * Per a judicial order - the trial was moved to Clay County due to the high publicity of the case Some have theorized - and opined - that the jury laid some of the blame of what transpired - to Officer Raynor's aggressive policing approach towards Wallace. September 20, 2023 NewsJournalOnLine.Com Jury opted for manslaughter verdict for Othal Wallace rather than first degree murder. Why? In fairness to Officer Raynor - this publication tends to lay the blame for the "aggressive policing" practices - and his death - directly upon the doorsteps of the DBPD administration. The DBPD has a rather long and developing history of practicing aggressive policing - that routinely exceeds U.S. Constitutional limits. We are of the OPINION that Wallace would have easily shot a minority police officer acting in the same manner that Officer Raynor did. This publication tends to believe Wallace's trial testimony that he was in fear of his safety - based on Officer Raynor's interactions with him. Yes - this publication will openly admit that Officer Raynor's verbal communications with Wallace were of a non-threatening nature. We opine that had the video portion of the recording not been available to the jury - that the jury would have convicted Wallace of first degree murder based solely on the audio portion. While the audio portion indicts Wallace - the video of Raynor having his hands on Wallace - coupled with the absence of any honest "probable cause" that Wallace was engaged in illegal activity - provided Wallace with the exculpatory evidence that justified his articulated "fear" that his life - in his mind - was in danger. There is a long standing myth - that is routinely propagated by most policing agencies - that cooperation with the police will guarantee a safe interaction with the police. The May 2020 arrest and murder of George Floyd by Minneapolis Police Officer Derek Chauvin shattered that myth. Officer Chauvin's verbal interactions with Floyd were also of a non-threatening - some may even say soothing nature - but his physical interactions of having his knee and body weight on Floyd's neck was surely lethal. Sadly, the Floyd incident is only one of many examples that are memorialized within the electronic databases of the Internet - that provides direct evidence - that the mere cooperation with the police will not insure any person from becoming a victim of police violence or authoritarian over-reach. Othal Wallace & George Floyd Have? Usually - there is a strange fact that lingers around minority communities and their police departments. The minority communities are much more aware of the internal working of their police departments - than their police departments care to be aware of the wants, needs, and desires of these communities. This publication can reasonably "opine" that in the spring of 2020 - the Minneapolis minority communities - including George Floyd - were keenly aware that the Minneapolis PD were routinely "practicing" aggressive policing. Thus being the rationale why a seventeen year old school girl knew the importance of video recording the murder of George Floyd. But - hey - don't accept our opinion as fact - rather, take the time to read what a recent U.S. Justice Department's investigation determined about the Minneapolis PD using illegal and abusive practices. Finds Sadly, there is evidence (more on this shortly) that appears to suggest that the DBPD has a similar history of illegal and abusive police practices. This publication is of the belief that the local Daytona Beach minority communities - including Othal Wallace - were - and are - very much aware of the DBPD's illegal and abusive practices. |
Constitutional Principles Officer Raynor Had Such A History Let there be no doubt - that being a police officer - is a very difficult job - so much so, that very few individuals have the skills to properly do the job. Many, and sadly most police officers fail - in some degree - to uphold their oath to defend and protect the mandates of the U.S. Constitution - in the particular - the U.S. Bill of Rights. Records appear to indicate that Officer Raynor was no exception. ==>> Approximately six (6) months prior to being shot by Wallace - Daytona Beach Police Chief Jakari Young questioned whether Raynor had violated the constitutional rights of Selina Scott. (see linked DBPD internal affairs document - right of page ==>>) In January 2021 - Scott, a 34 year old black female was initially pulled over by Officer Raynor in reference to a dubious traffic violation. (click here to read arrest report) According to the arrest report Scott was arrested for resisting an officer with out violence and possession of marijuana. Additionally - according to page 9 of the internal affairs report Scott had "verbally resisted" Officer Raynor's attempts to take her into custody by "asking questions". |

The DBPD internal affairs report further memorialized that Officer Raynor - without warning - or proper justification slammed the handcuffed Ms. Scott against the hood of his patrol car. Was this an incident of "excessive use of force" by Officer Raynor? Read the internal affairs report for yourself - and make your own determination. The incident surely earned Raynor a disciplinary suspension. Similar to excluding Wallace's participation in militant groups - the trial judge also excluded any mention of the Raynor / Scott incident during the trial. So much for the "truth - the whole truth ... and nothing but the truth.... so help you God" In reality - the "truth and God" rarely visits any Volusia County courtroom. However - lies, evidence manipulation, false testimony (more on this in a pending article), and the Devil himself do make regular appearances. In furtherance of the above - recently - Wallace's attorney filed a motion requesting a new trial alleging that Wallace did not receive a fair trial. In their Motion to the Court the defense argued - along with other concerns - that an expert witness failed to properly present the law to the jury - regarding the circumstances of when a police officer can detain a person. The trial judge quickly denied Wallace's motion for a new trial. Stand by - this publication anticipates that there will be an appeal to the 5th District Court of Appeal. According to given testimony - and statements by the prosecutors during Mr. Wallace's trial - the DBPD operates under a "proactive policing model".
In truth - the DBPD has bastardized their "proactive policing" to being flat out "aggressive policing" - in direct violation of several U.S. Constitutional principles. Many within the Daytona Beach community - with particular attention to the minority communities - are well aware of DBPD's "aggressive policing" practices - therefore this publication opines that Wallace did not shoot Raynor because of the color of his skin - he shot Raynor because of the DBPD arm patch on his uniform - and Raynor's apparent willingness to use the training DBPD provided him - aggressive policing 101. In truth Officer Raynor was victimized by his DBPD training - and long before his encounter with Wallace.
