In-Custody Rape At The Branch Jail
VolusiaExposed has been advised of the alleged rape of an inmate within the Volusia County Branch Jail.
This rape was reported last month (August 2013) to the Volusia County Sheriff Department. While we support the VCSO investigation, we also believe that this alleged rape should also be investigated by an independent body. Prior to the late 1990's, the Florida State Prison Inspector would have conducted an independent investigation, under his / her authority of Florida Administrative Code 33-8. Since the Florida Legislature's decision to discontinue FAC 33-8, Florida jails have reverted back to some extreme ways. We invite you to review our recent web page on this subject. |

Retrograde Prior to 1996 - all Florida Jails were overseen and semi-annually inspected by the State Prison Inspector under the authority of Florida Administrative Code 33-8. All major incidents within the jail received an independent investigation by the State Prison Inspector. These investigations were in addition to any conducted by the local sheriff and / or medical examiner. Upon discontinuation of FAC33-8, it was replaced with the Florida Model Jail Standards, which were / are developed and maintained by the Florida Sheriff Association.
