FMJS Meeting In Jacksonville



Representatives from VolusiaExposed.Com attended the March 14, 2014 meeting of the Florida Model Jail Standards Committee in Jacksonville, Florida.

We made it a day trip, travelling with a representative from BrevardsBestNews.Com.

The FMJS Committee usually meet bi-annually - the March 14th meeting was scheduled for 9:00Am to 12:00PM - a mere three hour meeting to determine the security and safety operations of all Florida county jails for the next six months. The meeting did NOT last three hours.

Some History On The Florida Model Jail Standards
Is It Failing To Meet Security And Safety Goals For Florida Jails?



This particular article will NOT go into depth regarding to the failures of the Florida Model Jail Standards jail oversight process. VolusiaExposed is currently working on an article that WILL exposed these failures - once we receive our requested public records from the FMJS Committee. These records include evidence that there is a Florida county jail that has not submitted a fire inspection for nearly the last twenty years.(1996)

Florida Model Jail Standards came into existence in 1996, when the Florida Sheriff Association successfully lobbied the Florida Legislature to repeal Florida Administrative Code 33-8.

Under FAC 33-8, the State Prison Inspector handled the oversight process of all county jails. Participation in this oversight / inspection process was MANDATORY.

Under the current FMJS inspection process, the Florida Sheriff Association operates the Florida jail oversight and inspection process. In short, the inspection and oversight process since 1996 has been a peer to peer inspection process. Florida county jails inspect each other.

FMJS officials will attempt to defend their oversight process by pointing out the fact that in 1996 they incorporated the FAC 33-8 standards. This is true - but here is the entire truth. Since 1996, FMJS officials have slowly eviscerated those inital standards with each and every FMJS Committee meeting. A good example of this is the fact that under the initial FAC 33-8 standards, jails were inspected every six months - now they are only inspect once a year.

Also, here is a fact that most FMJS officials will not voluntarily provide - participation in the FAC 33-8 was mandated - while participation on the FMJS process is totally voluntary - in fact some county jails refuse to participate. This probably will explain why there is a Florida county jail that has not submitted a fire inspection for nearly twenty years.

VolusiaExposed is currently awaiting some public records from the FMJS Committee - once these records are secured, we anticipate posting them within a separate article, which should further expose the failures of the FMJS oversight process.

Compliance With Florida's
Public Record Laws Is Mandatory !


Since our attendance of the March 14 FMJS meeting, we (VolusiaExposed) have been attempting to secure public records that were verbally mentioned within that meeting. Fortuately, we did video record that meeting - therefore, we anticipate being able to provide our readers with both (video and written records).

Initially, as you will be able to see in the attached email thread, that FMJS officials attempted to hamper our efforts in securing the public records we needed for our expose` article. Requesting that we file unnecessary paperwork, and subjecting us to delays, in our opinion, was an effort to impede our right to bring this information to the public's attention.

While FMJS officials might attempt to cajole us into the belief that their failures were attached to a lack of staff training - we find it hard to believe that this was the first time their staff dealt with a public record request.

However, thanks to the efforts of Joel Chandler from CitizensAwarenessFoundation.Org, the FMJS have acknowledged their failures to immediately comply with Florida public record laws. They have promised to fulfil our request for documents. We await their response and the records.
