In the very early morning hours (approx. 2 AM) of June 20, 2021 - within the city limits of Cocoa, Florida - Passion Lucas, a mother of six (6) was struck and killed by a car driven by Suzanna Norris. Norris would initially leave the scene of this deadly accident - only returning a short time later. During the traffic homicide investigation by Cocoa PD - Norris' blood alcohol level would test to be over twice the legal limit. Even given Norris' extremely high blood alcohol level - she was not immediately arrested for DUI. Some started to speculate - that Norris' connection with a local charity organization - had endowed her with some powerful and legally influential friends. |

Speculation eventually lead to accusations that in Brevard County - an influential white woman's right to "drink and drive" was (is) more important than the life of a black woman.
In early December 2021 (nearly six months later) - and only after the local media became interested in the details of Lucas' death - did the police arrest Norris. Cocoa Police Chief Evander Collier denied that several articles within the media had influenced the direction of the traffic homicide investigation (see below link related media article). According to the December 8, 2021 arrest report Norris was charged by the Cocoa PD with DUI (unlawful blood alcohol level), DUI Manslaughter, and Leaving the Scene of a deadly crash. Felony Charges On February 16, 2022 the State Attorney's Office (SAO) released a statement (see right of page ==>), in which they announced that they had dropped the felony charges (DUI manslaughter, leaving the scene of a deadly crash). Within their statement - the SAO stated that they are legally and ethically obligated to only file those offenses that prosecutors reasonably believe, based upon all of the available evidence, can be proven beyond and to the exclusion of every reasonable doubt at trial". In support of their statement - the SAO offers a "forensic report". The SAO further argued that "after an EXHAUSTIVE EXAMINATION of all of the available evidence related to the scene, the vehicle, and the actions of both Ms. Lucus and Ms. Norris, the report concluded that the "accident [was] unavoidable by the [vehicle] driver. The pedestrian created the hazard by walking in the vehicular way"". It is of significance - that this "forensic report" never mentions the fact, as was documented within the arrest report - that Norris blood alcohol level was over twice the legal limit. (so much for an "exhaustive examination of all the available evidence") Wearing Dark Clothing? Another flaw within the "forensic report" - is the investigative conclusion that Lucas was only wearing "dark clothing" (see page 3 of report) . =====> Actually, the available evidence (see videos ===>) supports that Lucas was wearing light reflecting / white in color exercise leggings (pants) Therefore, the forensic report's investigative calculus becomes defective - regarding, whether Norris had enough corrective reaction time - based on the color of Lucas' clothing. Unlike the alleged "exhaustive review" by the SAO - this publication merely conducted a brief and non-exhaustive review by reading the arrest report, the forensic report, and watching the police body cam video. This publication offers for your review - two video clips from the police body cam video that clearly indicate that Norris was wearing a red top - but was also wearing a light color (white / grey) pair of leggings with light reflective qualities. If you refuse to believe your "lying eyes" - then, we would ask that you believe your "lying ears" - by watching and listening to the second video clip - as two police officers discuss what Norris was wearing ====>. VolusiaExposed.Com on February 24, 2022 - sent the SAO office and the forensic investigative agency an email - requesting answers and / or clarification to our concerns. As of the publication of this article - we have not heard back from either agency. We find it extremely interesting that the SAO has argued - that based on an obviously defective "forensic report", that they (SAO) can not "legally or ethically" prosecute Norris for the manslaughter of Lucas. Especially, given that this is the very same SAO - that has no apparent problems prosecuting Kathleen Edwards for the alleged aggravated manslaughter of her own child. Forensically - the medical examiner ruled Infant Edwards' death as an accidental drowning (see page 54-55 of the sheriff's office investigation). Surely - the medical examiner's determination regarding the manner of death of Infant Edwards' - attaches "reasonable doubt" into the SAO's on-going criminal prosecution of Mrs. Edwards. Just another prime example of how "power, privilege, and politics" always seems to trump the alleged "ethical obligations" of the eighteenth judicial circuit.
