Did Daytona Beach Police Chief Mike Chitwood really call the local sheriff a moron?

According to recent (Sept 2010) media article(s) - Daytona Beach Police Chief Mike Chitwood has referred to local Volusia County Sheriff as a moron.

Apparently, Chief Chitwood is frustrated by Sheriff Johnson's reluctance to start a computerized data base on people that sell scrap metals (see below link to media article).

Now a call has been made by the Volusia County Council that Chief Chitwood needs to offer an apology. Was the term "moron" an appropriate term to describe our sheriff?
