Did Daytona Beach Police Chief Mike Chitwood really call the local sheriff a moron?

According to recent (Sept 2010) media article(s) - Daytona Beach Police Chief Mike Chitwood has referred to local Volusia County Sheriff as a moron.
Apparently, Chief Chitwood is frustrated by Sheriff Johnson's reluctance to start a computerized data base on people that sell scrap metals (see below link to media article).
Now a call has been made by the Volusia County Council that Chief Chitwood needs to offer an apology. Was the term "moron" an appropriate term to describe our sheriff?
We are left wondering if such investigative techniques are just beyond the VCSO's abilities? It would appear that to us that the VCSO Major Case Unit has a hard enough time just following up on their own documented suspicions in regards to jail in-custody deaths.
