While Deputy Chief Paugh Is MIA*, NSBPD Is Evasive To Our Record Requests

Recently, this publication received information from an anonymous source, alleging that Deputy Chief Paugh had involvement in some act(s) of official misconduct - which lead to her departure from the police department.
While we are aware of the nature of the alleged misconduct, we have NOT been able to verify it.
New Smyrna Beach officials have failed to address ANY of the SEVERAL public record requests filed by this publication.
However, we were able to secure from FDLE (Florida Department of Law Enforcement), a copy of Paugh's officer global profile sheet (see upper right of page). The FDLE profile, indicates that on July 31, 2020 Paugh left the full-time employment of the NSBPD, taking a part-time position with the agency.
The FDLE documentation also indicates, that her full-time departure from the NSBPD did not involve misconduct.

Squeezing Facts From The Rumors
Our anonymous source alleges, that Paugh - while under review for the reported misconduct - was offered a "golden parachute" departure out of the NSBPD, to an instructor / administrator position within Daytona State College (DSC). (see upper right of page)
This publication ran a November 5, 2014 article, in which we questioned whether then Deputy Chief Lavallee had disqualified herself as a police officer, by falsifying her education level on her initial NSB employment application.
Media accounts from the mid-1990's support that Coffin, while employed as a deputy with the Volusia County Sheriff's Office, was federally indicted under the charge of beating a criminal suspect. These indictments were attached to a federal investigation regarding whether the then Volusia County Sheriff, Bob Vogel had engaged in racial profiling - regarding vehicle stops on Interstate 95.
According to media accounts - Coffin was acquitted of the charges by a federal jury.
Given NSBPD's refusal to address our public record requests - this publication must now openly question the circumstances of Paugh's NSBPD departure. Did she indeed engage in official misconduct, that went un-investigated, and / or un-reported to Florida State officials (FDLE / CJSTC (Criminal Justice Standards and Training Commission)). In short, was Paugh's departure, similar in nature to VCSO Lt. James Day's departure from the Volusia County Sheriff's Office? Where documents were falsified, or investigative and reporting mandates not followed? (Our OPINION)
Deputy Chief Paugh's Involvement Within The Criminal Prosecution Of Social Activist Cristina March
Deputy Chief Paugh was heavily involved within the criminal prosecution of New Smynra Beach (NSB) resident and social activist, Cristina March. Ms. March is a well known critic of NSB government officials, with particular attention given to the NSB police department (NSBPD). In 2019, law enforcement officials charged Ms. March with cyber-stalking (harassing) a NSB city employee.
It was the OPINION of this publication that law enforcement officials, to include the State Attorney's Office, were conspiring to corruptly use their authority, in order, to silence a government critic (Ms. March).
As was covered within our March 19, 2020 article - County Judge Belle Schumann dismissed the criminal prosecution against Ms. March based on the fact that March had a constitutional right to seek redress from her government, as authorized within the first amendment to the U.S. Constitution.(Our other articles regarding the March prosecution are incorporated within the March 19th article)
Recently, this publication came into possession of what appears to be email communications between city officials (NSB) and criminal prosecutors (State Attorney's Office). These communications may better support the suspicion, that city and state officials were actively conspiring to manufacture a criminal prosecution against Ms. March - with the goal being, to silence her criticisms of government officials, including then Deputy Chief Jessica Paugh.

Last Minute Pre-Publication Details
Prior to posting this article to the general public - we afforded NSB city officials, and Jessica Paugh, the opportunity to review the article. Shortly thereafter, NSB officials emailed to us our requested copy of Paugh's separation affidavit (CJSTC 61 form). However, NSB city officials have not provide us with Paugh's resignation letter, and Paugh emailed us stating that she would not be providing it (resignation letter) to us.
In the end, VolusiaExposed.Com wishes Paugh all the best at her new employment, and it's our OPINION, that the citizens of NSB are better off with the departure of "Little Miss Can't Be Wrong".
