Word has been received that Kenneth Modzelewski has applied to be a member of the Volusia County Personnel Board. VolusiaExposed.Com wonders if Ken will be able to make unbiased decisions on appeals of some personnel actions? Obviously, he has worked closely with the staff in the VCDPP internal affairs department, therefore, we believe his ability to fairly evaluate appeals coming out of the VCDPP might be hampered.
Further, in 2008, while Mr. Modzelewski was the assigned VCDPP internal affair investigator, did he hold two fire captains
responsible for not immediately reporting alleged sexual harassment that he (Modzelewski) was apparently aware of at least six months prior
to the fire captains' involvement?
Lastly, in 1985, St. Petersburg Times reporter, Lucy Morgan won the Pulitzer Prize in Investigative Journalism for her numerous articles uncovering alleged corruption within the Pasco County Sheriff Department. Lucy Morgan's articles detailed alleged acts of corruption by several individuals within the PCSO, to include Mr. Modzelewski and the Pasco County Sheriff. Immediately prior to an April 6, 1984 St. Petersburg Times article, Mr. Modzelewski suddenly resigned from the PCSO (see below copy of his resignation letter - note his statement about the "harrassing tactics of the St. Petersburg Times"). Shortly thereafter, the Governor removed the Pasco County Sheriff from office.
Yeah - Ken should blend in very well with the Volusia County Personnel Board.
