Edgewater Police Officer Suspended For Misconduct,

As was highlighted within an April 19, 2019 Daytona Beach News Journal article, the Edgewater police department recently suspended Officer Andrew Spurlock for twelve (12) days due to multiple policy violations, over an extended period of time. (see right of page for supportive documents)

According to the above linked Daytona Beach News Journal article Officer Spurlock is (was) dating Edgewater City Councilwoman Megan O’Keefe.

As supported within the attached internal affairs records, Officer Spurlock had several acts of misconduct sustained against him, such as sleeping on duty and failing to report to duty. In November 2018, Spurlock was also investigated for engaging in a sexual act while on duty. The woman who filed the complaint (not O’Keefe), confirmed that Spurlock participation in the alleged on duty sexual act with her. Spurlock confirmed a romantic relationship with the woman, but denied having any "on-duty" sexual activities.

Fortunately for Spurlock's career, and the every failing credibility of the Edgewater PD, the EWPD internal investigation did NOT sustain the "sex on duty" allegation against him.

As defined in Florida Administrative Code 11B-27.0011, a sustained violation of an officer having sex on duty would have mandated the filing (by the EWPD) of a "moral character" violation report to the Criminal Justice Standards and Training Commission (CJSTC / FDLE).

Ofc. Spurlock's other sustained acts of misconduct - did not rise to the level of being "moral character" violations, as defined in FAC 11B-27.0011, therefore the EWPD was able to handle those violations internally, without having to report them to CJSTC / FDLE.

As was reported late last year (2018) by the Daytona Beach News Journal - due to the level of corruption swimming through the police department, along with the sudden resignation of then Police Chief Dave Arcieri - the mayor of Edgewater was considering disbanning the police department.

Chief Arcieri's resignation came on the heels of EWPD Police Officer Charles Geiger's written complaint against Arcieri which alleges some type of conspiracy against city officials, and a possible violation of Florida's Sunshine law.

Chief Arcieri's resignation was facilitated by an "AGREEMENT" between himself and city officials.

In our OPINION, the EWPD has a rather serious problem with internal corruption - all of the above, and below, are merely "snapshots" of a featured film production regarding the corruption now being played out within the EWPD.
