The Dawn M. Abraham incident Should the jail offer rides back to town after dark?

In April 2009, Dawn M. Abraham was arrested for DUI. A few days later, she was released from jail after dark. The jail is located on an isolated, not well lit section of US 92. At about 11PM that night, a 21 year old driver struck and killed Ms. Abraham as she walked down the road.
Years ago, the jail would not release anyone after dark unless that person had a ride. If the prisoner did not have a ride then he or she had to wait until the next jail van ride into the Daytona or Deland Trailways or Greyhound Bus station. The jail ran this service about twice nightly for those prisoners that had no ride into town. However, this service stopped after the Votran Bus service started coming out to the jail. The problem is that the Votran Bus service does not run at night.
So the question is - Should the jail once again start transporting inmates released after dark back into town? Both for the safety of the inmates as well as the driving public.
September 11, 2010 update - Apparently St. John's County jail has the same problem - should they provide rides back into town when inmates are released after dark?
