UPDATE May 16, 2010 -- SUCCESS !! We obtained the Bussinger DVD. It has almost 12,000 porn images on it, many are very disturbing. VolusiaExposed.Com will not post any of these pictures for the obvious reasons. We are unsure whether many of these pictures are even legal to post. However, in lieu of posting the photos, we have decided to post the internet history of ex-Chief Bussinger's county computer for approximately the last six months of his employment with Volusia County. We believe that these records along with the approximate 12,000 photos need to be forensically reviewed for illegal activity, such is especially important given the ever expanding allegations coming out of the Volusia County Beach Patrol. “We've dealt with it swiftly and in the harshest of terms,” Volusia County spokesperson Dave Byron said. Come on Mr. Byron - two things are hard to believe here - first, that ex-Chief Bussinger only viewed porn twice. He had almost 12,000 porn pictures on his computer, does that sound like he only visited porn sites twice? Second, giving him a 20 day suspension and allowing him to retire, does that equate to the county's definition of the "harshest of terms"?

“It does sort of tarnish the reputation, but from our judgment these are individual, isolated instances," Byron said.
Damn, Dave how many more of your officers are going to have to get fired and arrested in this scandal, before you will admit it is NOT just isolated instances?

Dave, if you keep this up, people will start thinking you are the new BAGHDAD BOB.

UPDATE May 11, 2010 -- As promised below, VolusiaExposed.Com has made further public records requests in regards to this ever expanding Beach Patrol Sex Scandal. In the below Bussinger Reports, the county investigation details that the county IT section made a DVD of the stored pornographic data that ex-Chief Bussinger's had on his county computer.

On May 4, 2010, VolusiaExposed.Com made a public records request for a copy of this DVD. On May 10, 2010, we requested an update on the status of our request. We received the below email from the Volusia County Office of Community Information that our request was being reviewed by County Legal.

We are left wondering why County Legal needs so much time in what should be a simple review of a public records request. Wasn't this DVD made months ago by the county IT department? Hasn't this DVD been reviewed by members of the Volusia County Department of Public Protection? In his January 15, 2010 letter to ex-Chief Bussinger, VCDPP Director M. Coffin appears to indicate that he has at least reviewed what is on this DVD. So what is the big delay in providing the DVD as a public record?

On May 9, 2010, a Volusia County Sheriff deputy was involved in a shooting. In less than 24 hours, the 911 recording and the deputy's personnel file had been released to the media. Unlike the deputy shooting incident, the Bussinger matter is NOT an active criminal investigation. So again, what is the delay in the releasing of a DVD made months ago by an county IT employee?

What is county legal apparently so concerned about? It's just porn and we here at VolusiaExposed.Com are all over 18 years of age. Further, this not the first time in the history of the Florida public records laws that porn has been requested. Most porn is legal, so unless the DVD contains illegal porn, what is the problem in releasing it as a public record in a timely manner? Apparently there was no illegal porn attached to the Bussinger incident, because if there had been, the County would have filed criminal charges against him, right? It's not like ex-Chief Bussinger was viewing underage porn while the officers he was supervising was having sex with underage girls, right? - Doesn't this whole situation cry for an independent investigation?



UPDATE May 4, 2010 -- We have received the Deputy Chief Bill Bussinger reports. These reports have been attached to the below link. Apparently Deputy Chief Bussinger had been caught twice viewing and storing pornography materials on his county assigned computer. The end result appears to be that Deputy Chief Bussinger received a 20 day suspension and he then retired.

This situation is pending further requested public records. It is anticipated that this page will be updated in the near future.




We are working hard in securing the public records surrounding this situation. However, this situation, unlike many other Public Protection investigations actually resulted in criminal charges against Volusia County Department Public Protection employees. Due to the active criminal cases, not all public records will be immediately available. However, it is noted that initially there was an apparent reluctance by VCDPP administrative staff in the filing of criminal charges -- this apparent initial reluctance will be explored once public records become available.

The VCDPP Internal Affairs section conducts all IA investigations for VCDPP. We invite you to review the documents in the Fire Fighter Sexual Harassment investigation and decide or ponder for yourself if this Beach Patrol investigation is being handled in a similar fashion. In the Fire Fighter investigation, the documents tend to support the possibility that the IA investigator knew about the alleged sexual harassment months prior and failed to take appropriate action. Two fire captains were initially terminated for their alleged failure to address this alleged sexual harassment. Both of these fire captains re-secured their employment with VCDPP / Fire Services. Could it be that Volusia County spent an unknown amount of taxpayer dollars investigating these two fire captains, when in truth, the alleged sexual harassment had already been reported and known to higher ranking county officials, to include the IA investigator?
